Dubai’s Clean Energy and AI Leadership Spotlighted at World Governments Summit 2025

Saeed Mohammed Al Tayer, Managing Director and CEO of Dubai Electricity and Water Authority (DEWA), delivered a keynote address at the World Governments Summit 2025, highlighting Dubai’s advancements in clean energy and artificial intelligence (AI). His speech, titled “Reshaping the Future of Energy: Excellence and Leadership Through Clean Energy and AI,” focused on Dubai’s innovative strategies in energy storage, renewable energy, and Fourth Industrial Revolution technologies.
The World Governments Summit, where DEWA serves as the Sustainable Energy Partner, brings together global decision-makers, thought leaders, and experts to discuss emerging trends in governance and development.
Al Tayer credited Dubai’s success in clean energy and sustainability to the visionary leadership of President His Highness Sheikh Mohamed bin Zayed Al Nahyan and Vice President, Prime Minister, and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum. He stated that the UAE’s proactive approach to policy-making had positioned the nation as a global role model in sustainable development and energy innovation.
He also referenced the UAE Consensus at COP28, hosted by the UAE, which called for tripling renewable energy capacity and doubling energy efficiency by 2030. He noted that this vision aligned with the UAE’s Net Zero by 2050 Strategy, Dubai’s Clean Energy Strategy 2050, and the Dubai Net Zero Carbon Emissions Strategy 2050.
Discussing Dubai’s energy transformation, Al Tayer detailed how the city integrates solar power, advanced storage solutions, and continuous operational improvements. He pointed to the Mohammed bin Rashid Al Maktoum Solar Park, the world’s largest single-site solar park, which is set to expand from 1,000MW to 5,000MW by 2030. He also mentioned that the park houses R&D and Sustainability & Innovation Centres, and that DEWA had secured international patents and published research in the field.
Al Tayer further highlighted technological advancements in renewable energy, such as higher-efficiency photovoltaic panels, robotic cleaning systems, and advanced solar tracking algorithms. By January 2025, he reported that clean energy accounted for 20% of Dubai’s energy mix. Additionally, he referenced DEWA’s major energy storage projects, including the world’s largest thermal energy storage facility and the tallest solar tower.
Beyond clean energy, Al Tayer emphasized AI’s growing role across DEWA’s operations, from generation and transmission to distribution. He noted that DEWA had integrated AI-driven technologies, including the world’s first gas turbine intelligent controller and a dynamic digital twin system designed to enhance thermal efficiency at power plants.
He also highlighted AI’s impact on DEWA’s transmission network, explaining that 132/11 kV digital substations now feature AI-driven optimizations that contribute to energy savings and reduced CO₂ emissions.
Al Tayer outlined DEWA’s AI-driven innovations, particularly ‘Rammas’, the utility’s virtual employee, which has handled over 10 million customer inquiries since its launch in 2017. He also noted that DEWA became the first government entity in the UAE to receive ISO certification for Trustworthiness in AI, underscoring its leadership in technological excellence.
Al Tayer concluded by stating that AI has become an integral part of DEWA’s operations, enabling the authority to enhance efficiencies and reduce operational costs. He specifically mentioned that the adoption of Microsoft’s Copilot technology had played a role in streamlining operations and improving productivity.
With its continued focus on clean energy and AI, Dubai aims to solidify its position as a global leader in sustainable and intelligent energy solutions.
