Shaping the Future of Industrial Construction in Kazakhstan: Insights from Kaisar Onlabayev
In 2023, the global construction industry faced significant challenges, including labor shortages, rising material costs, and supply chain disruptions. A report by Jencap highlighted that high prices, labor shortages, and mounting cybersecurity threats were among the top concerns for the industry. Additionally, the Associated General Contractors of America noted that 91% of contractors reported difficulties filling positions, with an estimated need for 546,000 additional workers to meet production demands.
This is where Kaisar Onlabayev stands out. As Chief Technology Officer at SemArco LLP and BI Group, Kaisar has delivered exceptional results on multimillion-dollar projects and has proven his ability to adapt and lead in crises. From spearheading his company’s expansion into the Oil & Gas sector to managing the construction of an infectious disease hospital during the pandemic in just two months, his achievements exemplify the leadership and resilience required in today’s construction landscape.
His career offers valuable lessons in addressing industry challenges through strategic innovation, making him a role model for shaping the future of construction.
Modernizing Construction
The modern EPC sector thrives on innovation and bold leadership. For Kaisar, these principles have guided his career and driven groundbreaking achievements in Kazakhstan’s construction sector.
“Diving into the Oil & Gas sector was uncharted territory for my team. It felt like taking a leap into the unknown, but it taught us the value of resilience and strategy,” he recalls.
In 2016, when BI Group diversified into the Oil & Gas sector, Kaisar played a critical role. His leadership in the construction of residential areas for the specialists working at a huge oil field ensured engineering issues were resolved on-site, saving time and money. By streamlining on-site engineering processes, proactively addressing challenges to avoid delays, and implementing cost-effective solutions, including BIM, that optimized resource allocation, he delivered results as well as increased project revenue by 21%. This achievement underscored the value of strategic innovation in driving both efficiency and profitability.
Crisis Management and Pandemic Response
The COVID-19 pandemic tested industries worldwide, and construction was no exception. Kaisar stepped up during this crisis, overseeing the rapid construction of a modular infectious hospital in just two months.
“It wasn’t just about building a hospital — it was about saving lives. The weight of that responsibility kept us going, even during sleepless nights,” Kaisar shares.
Faced with tight deadlines and logistical challenges, he coordinated with suppliers and consultants to ensure the timely availability of materials and engineering documents. These efforts enabled him to complete the construction of an infectious disease hospital within a limited timeframe of just two months, significantly contributing to humanity’s needs in critical moments.
Fostering Leadership and Mentorship
Leadership in construction is not just about managing processes — it is about inspiring people and bringing your ideas to the others. Kaisar’s mentorship of young engineers has been a cornerstone of his career, shaping the next generation of industry leaders.
“When you see someone you’ve mentored take charge of their first major project, it’s a proud moment that reminds you why leadership matters,” he says with a smile.
During his tenure at BI Group, he mentored five recent graduates who later became skilled project engineers. By providing hands-on guidance during complex projects, sharing expertise in engineering and project management, and fostering critical thinking, he helped them develop the skills and confidence necessary to excel in their roles. This approach not only strengthened his team but also contributed to the broader industry’s talent pool.
Additionally, in 2024 Kaisar served as a judge at the National Business Award, sharing his knowledge and experience with the participants. It also allowed him to influence the development of business process organization as well as social and corporate culture.
Looking Forward
As the construction industry embraces sustainability and innovation, Kaisar envisions a future where technology and efficiency drive progress. He remains committed to implementing practices that balance profitability with environmental responsibility.
“The implementation of information systems and digital products, along with the digitization of the construction industry, can enhance project management processes. Standardizing workflows, including the integration of information technologies and best practices, will improve efficiency, communication quality, data analytics, decision-making, and cost optimization, ultimately contributing to the overall growth of the industry,” he says, reflecting on his role as a forward-thinking leader.
Currently managing a $350M project portfolio at SemArco LLP, Kaisar integrates modern engineering practices to optimize timelines and reduce costs without compromising quality.
In 2024, the construction industry faces mounting challenges, from labor shortages to rising costs and supply chain disruptions. Meeting the growing demand for sustainable infrastructure requires innovative strategies, resilience, and forward-thinking leadership.
The future of construction lies in embracing adaptability and collaboration while leveraging technology to overcome obstacles. Those who can balance efficiency with sustainability will not only address current industry demands but also shape a more resilient and progressive built environment for generations to come.
