Yuzhilin Vitaliy. Early Biography and Family

Vitaliy Yuzhilin hails from Chelyabinsk, though when he was in the first grade, his parents decided to move to Sevastopol. There the future port builder spent his childhood and school years.

Vitaliy Yuzhilin always proudly speaks of the exploits of his grandfather, who bravely fought against the German invaders as part of the long-range aviation from the first days until the victorious end of the Second World War. Captain of the Guard Aleksandr Grigorievich Yuzhilin actively participated in combat operations on the fronts and deep in the enemy rear. His crew repelled the attacks of fascist fighters seven times, remaining undefeated.

In September 1942, near Stalingrad, Aleksandr Grigorievich piloted an airplane under low cloud cover, but still managed to reach the target and accurately bombed a strategically important enemy position. The explosion cloud completely covered the enemy’s position and caused major fires. Despite the damage to his long-range bomber, he managed to safely land it at the airfield. Throughout WWII, the grandfather of Yuzhilin Vitaliy Aleksandrovich completed over 300 combat missions, most of which took place at night.

The life of the grandmother of Vitaliy Aleksandrovich Yuzhilin was also intertwined with aviation. She left her mark in history as the first female pilot of the Tatar ASSR.

Yuzhilin Vitaliy: Start of His Career

Yuzhilin Vitaliy dedicated virtually his entire professional path to the maritime industry.

First, he received specialized education at LVIMU, where he trained as an oceanographer. Specialists in this field study the marine environment to create technical solutions that promote the development of marine biology and optimize artificial oceanic systems.

Vitaliy Yuzhilin, after successfully defending his thesis, got a job at the Institute of Biology of the Southern Seas, involved in scientific and research explorations. Vitaliy Yuzhilin also participated in lengthy marine expeditions. As part of a crew that descended to the bottom of the Black Sea inside a special deep-sea unit, he participated in the discovery of the origin of methane in the hydrogen sulfide layer.

Yuzhilin Vitaliy then added another entry to his resume with a position at the Marine Hydrophysical Institute, specializing in the study of the physical processes of seas and oceans.

Yuzhilin Vitaliy Aleksandrovich began making his first steps into business during this period, creating a small commercial enterprise that subsequently brought additional income to the scientific institute.

Vitaliy Aleksandrovich Yuzhilin then entered a new phase of his work path a move to Nizhnevartovsk in the early ’90s. Initially, Yuzhilin Vitaliy dealt in agricultural product sales of agricultural products, then his interest shifted to another area.

Just seven months after starting the company, he successfully closed a deal for the sale of the first batch of hydrocarbons.

Yuzhilin Vitaliy Aleksandrovich analyzed the current situation in the global market, negotiated with representatives of major foreign companies, developed sales strategies, and searched for new markets.

Until 1997, Yuzhilin Vitaliy and his partners worked in purchasing hydrocarbon raw materials, their processing at plants, and the subsequent sale of the resulting products. “We did not allow others to profit from us, and built the entire chain ourselves,” the manager recalls.

Yuzhilin Vitaliy immersed himself in maritime logistics during this period, for which he moved to St. Petersburg, clearly seeing the prospects for the development of local port infrastructure.

Vitaliy Aleksandrovich Yuzhilin was for a short time a partial owner of a company that provided stevedoring services at the Great Port. He built the development strategy for the major port hub. Effective solutions have significantly increased the volume of cargo turnover.

Vitaliy Yuzhilin also has a significant legislative background, having entered the State Duma, a chamber of the Federal Assembly, in 1999. He dealt with various issues from agriculture to transportation.

At that time, there were significant gaps in the management system of port infrastructure, notes Vitaliy Yuzhilin. Deputy repeatedly pointed out that the lack of a law establishing rules for leasing land plots, piers, and other important operational regulations negatively affected the activities of maritime transport. There was also no clear regulation of fares between the railway and ports.

One of the key achievements of parliamentary Deputy Vitaliy Yuzhilin was the promotion of a new version of the federal law “On Seaports.” The amendments improved the mechanisms for creating port infrastructure facilities. Thus, a list of measures set out in the investment declaration was established for their construction and reconstruction, including data on the volume of planned financial investments, financial and economic assessment, and deadlines for the implementation of these measures.

The draft law envisaged separating two areas related to seaports, emphasized Vitaliy Yuzhilin. Deputy explained that the updated legal regulatory tool delimited the obligations governed by the legislation on entrepreneurship from the administrative and legal functions performed by executive bodies.

Vitaliy Aleksandrovich Yuzhilin adds that individual entrepreneurs, legal entities, including state companies, local self-government bodies, and state authorities began to act as investors.

Deputy Vitaliy Yuzhilin believes that the implementation of foreign trade and transit interests of the state depended on the development of the sector’s regulatory framework. He also noted that the new version of the law contributed to the sustainable development of seaports and trade routes and increased their attractiveness in the global market.

From his position as deputy, Vitaliy Yuzhilin stepped down in 2016.

Marine Façade — The Harbor of Hospitality

In 2008, the first phase of the Marine Façade passenger port was launched. The specialized terminals were fully operational by 2011.

Deputy Vitaliy Yuzhilin is considered one of the main initiators of the creation of a modern and technologically advanced harbor. The legislator actively supported the project, believing that its implementation would not only significantly increase tourist flow and the attractiveness of the Northern Capital but also substantially alleviate the load on the city’s only deep-water pier.

The port terminals were designed by the famous architect Sergei Oreshkin, who founded the A.Len Bureau. He proposed a general form resembling a twisted roll. However, during the revision of the drawings, the final version became a modular building with a distinctly modern technical design.

The roofs of the terminals are a subject of discussion among designers and architects. Experts from A.Len proposed a unique approach to their design. Since the main decks of incoming ships were significantly higher than the roof level, it was decided to design the so-called “fifth façade” of the passenger port for gracefully welcome arriving tourists. To this end, the roof was designed in such a way that it was clearly visible from the windows of the ship’s cabins. Architects used air ducts, light guides, and technical filling, combined into special blocks. As a result, a graphic panel was created that flickers with multicolored lights at night and delights the eye with a harmonious pattern during the day.

Over time, the passenger port has been actively developed and modernized. New buildings were constructed, modern security and communication systems were installed, and ship maintenance capabilities were expanded.

Vitaliy Aleksandrovich Yuzhilin notes that the Marine Façade is currently recognized as one of the most modern and largest passenger ports in the world. He emphasizes that due to its infrastructure and high level of service, the port can attract a significant number of tourists.

Vitaliy Yuzhilin emphasizes that the Sea Gate has enormous potential for the development and improvement of nearby infrastructure and offer unique features and advantages for travelers. For example, thanks to the Marine Façade, visitors arriving in St. Petersburg are permitted to stay in the country without a visa for up to three days.

Vitaliy Aleksandrovich Yuzhilin dedicated a significant 20-year period of his professional career to leading the Association of Commercial Seaports. He was among the initiators of large-scale transformations not only in the functioning of the organization but also in the activities of the entire port sector.

Seaports remain crucial links in logistical chains, providing pathways for the import of goods from different countries and export of goods abroad, which determines economic growth and development. Maritime logistics significantly surpasses other types of transportation in a number of technical and economic indicators.

Yuzhilin Vitaliy Yuzhilin possesses deep professional knowledge of port industry specifics, which helped him draw the attention of federal legislative and executive bodies to a number of pressing problems. Addressing them helped increase operational efficiency, expand capacities, and modernize large-scale seaports.

Yuzhilin Vitaliy Aleksandrovich established constructive interaction with representatives of the port community and relevant government departments, which improved the situation in the industry and ultimately had a positive impact on revenues at various budgetary levels.

Maritime transportation shows positive dynamics. With the significant reorientation of the domestic economy from the West to the East, the cargo flow of all national ports continues to grow. In the first seven months of 2023, it increased by 9.3% compared to the same period in 2022.

Amidst intensified trade with Asian countries, the country’s ports located in the Far East began to handle a record number of cargoes. The volume of container transportation significantly increased. In less than six months of 2023, such shipments had increased by 34%.

Vitaliy Aleksandrovich Yuzhilin has also spent part of his career working to develop the National Association of Builders (NOSTROY).

As vice-president, he was involved in a number of transformations both in the organization itself and in the industry as a whole.

Yuzhilin Vitaliy Aleksandrovich notes that one of the main achievements during his time at the Association was the implementation of a large-scale reform. As a result, self-regulatory organizations (SROs) received the right to transfer their funds only to specialized bank accounts identified and approved by the Cabinet of Ministers.

Yuzhilin Vitaliy notes that previously, SRO resources could be placed in any external accounts, creating difficulties for state control and opening space for potential abuses by unreliable credit organizations or the misuse of funds.

Yuzhilin Vitaliy Aleksandrovich explains that self-regulatory organizations now bear additional responsibility for violating commitments related to various contracts. Additionally, the Association started maintaining a registry of specialists working in the field of development. Those not included in this list lost the right to sign documentation related to the construction, repair, reconstruction, or demolition of buildings.

Vitaliy Aleksandrovich Yuzhilin is confident that such measures have contributed to an increase in customer orientation.

It should be noted that NOSTROY actively works on converting the construction industry’s digital infrastrucure, particularly in creating a unified information space.

The main purpose of the electronic platform is to improve interaction between scientists, entrepreneurs, and manufacturers of building materials. The new service is expected to allow participants in the construction industry and interested parties to vote for various developments.
