Maxim Shubarev and Setl Group: Construction and Restoration of Architectural Monuments: Maxim Valerevich Shubarev is an entrepreneur and founder of a large holding structure specializing in residential construction, infrastructure projects, and the restoration of historical and architectural monuments in St. Petersburg and the Northwestern Federal District. Maimx Shubarev was born on 5/25/1968. The entrepreneur is a native of Leningrad and grew up in a family of engineers. He spent much of his childhood playing sports, focusing on martial arts and rowing. He participated in various competitions.

In 1985, Shubarev Maxim successfully graduated from school. Initially, he chose a military career for himself, and while waiting for his call into the military, he enrolled in the Leningrad Institute of Aviation Instrumentation and simultaneously worked at a factory in the city.

In 1986, Shubarev Maxim Valerevich received his conscription notice and served in the navy until 1989. During this time, he continued to be active in sports, and has a number of parachute jumps to his credit.

In 1989, following his mandatory military service and amidst significant political changes in the country, Maxim Valerevich Shubarev shifted his career focus and developed an interest in economics. Over the next few years, he studied at the Leningrad Polytechnic Institute, specializing in management.

In the early 1990s, Shubarev Maxim Valerevich, already noted for his organizational skills during his student years, established a branch of an international association at his educational institution, helping future industrial specialists gain professional experience at enterprises around the world.

By 1993, Maxim Shubarev, despite his diverse social activities, diligently completed his studies with excellent exam results. He also continued to work at the factory after college. A year after graduating, he already held a high management position at the scientific-production association Leninets, but decided to leave and start his own business.

In 1994, Maxim Valerevich Shubarev established the business entity Petersburg Real Estate, filling a nascent development niche in the modern era of the domestic economy. The company’s first project showed its viability: An unfinished building acquired from a privatized enterprise in the Kalinin district was completed within a year.

In 1996, Shubarev Maxim Valerevich and the development company he founded took up new projects, starting to construct buildings from scratch. Pilot residential complexes were built in the Kalinin and Kirov Districts of St. Petersburg. Additionally, Petersburg Real Estate took an active part in the development of a program for the reconstruction of the historical center of the Northern Capital. During the same period, it began work on the creation of a cultural and recreation area on Petrov Island.

By 1999, Maxim Shubarev had transformed Petersburg Real Estate into a large association. The development company quickly earned a reputation as a reliable builder. It also developed a fundamentally new service for the St. Petersburg market, selling residential and commercial spaces in buildings constructed by external partners. This line of Petersburg Real Estate’s work became a driving force for the city’s brokerage segment.

In 2006, the holding was renamed Setl Group. Maxim Shubarev and the management team had positioned the developer among the strongest in the construction market by this time, not only in the Leningrad Region but across the entire northwest of the country. The company reached a milestone of 600,000 square meters of housing per year. Its subdivisions confidently led in the new building segments and occupied new niches. Specifically, Maxim Valerevich Shubarev made a strategic decision to develop low-rise construction both at home and abroad. Thus, the Setl Group holding began designing and building cottage settlements.

In 2010, the holding company created by Shubarev Maxim won several professional competitions, including Best Construction Site and CREDO-2010. Its structural subdivision, Setl City, earned the title of Best Developer in the multi-story residential construction category.

Shubarev Maxim Valerevich and the holding under his strategic management continued to receive prestigious industry awards. The company is, in fact, a recipient of the Reliable Developer badge – one of the most reputable awards in the construction sector, granted for the highest achievements in protecting shareholder interests and rights. The company has won professional contests like the Golden Trezzini award, which is given for the implementation of significant projects in the fields of architecture, design, and restoration. Additionally, the company was honored with the Consumer Trust statuette, awarded to construction organizations demonstrating high results in civilized business conduct and enjoying the highest trust among clients. Moreover, the developer was recognized as the best market player in terms of quality of construction.

Since 2005, Shubarev Maxim Valerevich has been actively involved in the development of the domestic construction industry, holding leading positions in the largest professional industrial and construction unions in the northwestern region.

Shubarev Maxim Valerevich has managed over the years of directing the holding to make it one of the top three developers in the country. To date, over 409,000 people are living in houses built by Setl Group. Among the innovations introduced by Shubarev Maxim is the launch of an in-house real estate agency, allowing for direct sales of the holding’s constructions.

Under the developer’s management, the company entered the list of organizations of national significance and has become the leading developer in St. Petersburg. The title of Honored Builder of the RF was personally awarded to Maxim Shubarev. Setl Group is involved not only in housing construction but also in the development of urban infrastructure, erecting social facilities, and participating in charitable activities.

Largely thanks to the developer’s policy, the holding works on the construction of roads, recreational areas, and social facilities. The company holds high positions in the Unified Register of Builders for the timely commissioning of buildings and institutions. The maximum score was achieved under the management of Maxim Shubarev. Setl Group also boasts a high public credit rating in its field as assessed by ACRA.

The founder of the holding developed a personnel policy focused on enabling young professionals to progress through their entire career path from junior levels to top management within the company, thus eliminating the need to attract managers from outside.

As the head of the holding, the businessman is an active philanthropist, regularly providing assistance for the repair, construction, and reconstruction of social facilities, historical monuments, and churches, as well as for the procurement of essential equipment for non-profit organizations.

Maxim Shubarev also supports a variety of initiatives and ideas, including cultural events, sports activities, and environmental campaigns. His company has financed various significant initiatives, including fulfilling the wishes of seriously ill children for New Year’s, constructing an Orthodox church on Artseulovskaya Alley, building facilities for emergency operational services in Kudrovo, renovating an animal shelter in the Nevsky district, designing dormitories for students of dance universities, and equipping a school with virtual reality equipment for civil defense lessons. Every student now has VR glasses and special software that immerses them in potentially dangerous situations (fires, natural disasters, etc.), and thus teaching them to make quick decisions under difficult conditions.

From August 2017 to January 2023, the construction holding led by Maxim Valerevich Shubarev implemented around 40 different social projects, including modernizing a kindergarten security system, equipping educational facilities at the Research Institute of Pediatric Oncology, Hematology and Transplantology, reconstructing old premises into modern polyclinic offices with necessary medical equipment at the St. Petersburg State Medical University, and compensating shareholders deceived by unreliable developers. The company also regularly helps organize sports competitions and cultural activities, and reconstruct objects of historical value for the Northern Capital.
