Before becoming a leader in real estate, Limakov built a remarkable career in finance.

Born in Kherson, a southern town in Ukraine, he developed an early passion for water and dreamed of living by it. Years later, he realized this dream by developing waterfront communities such as Riviera Village in Kyiv and now expanding his vision to Tampa.

Despite growing up in a rural area, he excelled academically and gained admission to the Institute of International Relations at Kyiv State University—one of the most prestigious institutions in Ukraine. His strong analytical skills and ambition led him to a career in finance, where he quickly climbed the ranks.

At just 25 years old, he became the youngest Country Treasurer in Citigroup’s history, managing complex financial strategies and investment portfolios for Citibank in Kyiv and Moscow. By 2003, he had become a regional head for derivatives, overseeing one of the most complex banking products in the financial sector. His deep understanding of global markets, capital movement, and economic risks gave him a unique perspective when transitioning to real estate.

This financial expertise gave Limakov a deep understanding of global markets. He learned how to structure high-value investments, manage economic risks, and understand how capital moves internationally.

Unlike many developers who start their careers in construction, Limakov entered the real estate industry with a strategic, finance-first mindset.

Limakov saw a gap in the market. He realized that many real estate projects were focused on short-term gains rather than long-term value.

This insight led him to pursue real estate development with a focus on financial sustainability, community impact, and economic growth. He wanted to build developments that would stand the test of time and provide lasting value to investors and communities.

Building Communities That Drive Economic Growth 

In 2008, Limakov took his first major step into real estate by launching Riviera Village, a 250-hectare residential community in Kyiv, Ukraine. More than just a housing project, it was envisioned as a dynamic community aimed at boosting local economies, creating jobs, and improving residents’ quality of life.

Riviera Village featured over 500 custom-built homes with modern, energy-efficient designs. It included public parks, recreational spaces, and educational institutions to enhance community living. The infrastructure was designed with sustainability in mind, minimizing environmental impact and reducing operational costs. The project also generated employment both during and after construction, from building crews to long-term roles in property management and community services.

By 2013, Riviera Village’s community-centered approach earned it the European Property Award for Best Residential Development.

This recognition proved that real estate could drive economic growth while also enhancing community well-being. Limakov’s philosophy was clear: real estate should not only create economic value but also improve the quality of life for residents.

Following the success of Riviera Village, he expanded into other impactful projects. In Kyiv, he developed Green Hills, a modern neighborhood featuring energy-efficient homes and shared community spaces. He also launched River Club and Bober, waterfront communities designed to connect residents with nature while preserving the local environment. Additionally, he created Pylypovychi, an affordable housing development that demonstrated how high-quality living standards could be accessible to a wider population.

Limakov remains committed to building communities that stand the test of time, ensuring lasting value for generations. This vision continues to guide every project he undertakes.

Expanding into Sustainable Hospitality: Swallows & Breezes, Portugal 

In 2022, Limakov expanded his vision into the hospitality industry with the launch of Swallows & Breezes, a residence and hotel project in the Azores Islands, Portugal. More than just a luxury resort, it was designed as a model for sustainable tourism and economic development.

The project prioritized eco-friendly construction, using local materials and renewable energy sources. It contributed to the local economy by partnering with regional suppliers and creating jobs in hospitality and tourism. Additionally, it promoted cultural connections by celebrating local traditions through curated guest experiences and sustainable tourism practices.

Swallows & Breezes not only met the growing demand for sustainable tourism but also became a key economic driver. More than just a destination, it set a new standard for responsible tourism development.

Bringing a New Vision to U.S. Real Estate 

Recognizing the growth potential in Florida’s real estate market, Limakov founded Everstone Development in 2024, focusing on Tampa Bay—a rapidly expanding region with a strong demand for innovative residential and mixed-use developments.

His projects are designed to generate jobs in construction, property management, and community services while attracting international investments to boost local economic growth. They also aim to revitalize neighborhoods with modern, eco-friendly designs and community-focused infrastructure.

Limakov’s established national and international reputation led Kelner Homes, a respected Florida-based homebuilder known for high-quality construction and modern design, to approach him with a proposal to help manage their projects. This partnership enables him to bring his community-focused approach to more neighborhoods across Florida.

Innovation and Leadership in Construction 

Limakov is recognized for his innovative approach to construction and development. Through his investments in Chalet Ukraine and Dream-House Ukraine, he introduced advanced building techniques that transformed the industry. Prefabricated construction methods helped reduce costs and accelerate building timelines, while energy-efficient materials lowered operational expenses and promoted sustainable living. He also implemented advanced building technologies to enhance quality and optimize project timelines.

Now, these innovations are being integrated into Everstone Development, positioning the company as a leader in modern, sustainable real estate that creates value for both investors and communities.
