During the early phase of the pandemic, there was a significant increase in home sales across the United States. This surge in homeownership was the most substantial quarterly increase in homeownership rates since record-keeping began in the mid-1960s, with the rate rising from 65.3 percent to 67.9 percent between the first and second quarters of 2020. While owning a home has many advantages compared to renting, it also comes with additional costs like property taxes, which are the most significant of these costs.

Property taxes, which are typically imposed locally by entities like cities, counties, or school districts, are levied on land and residential structures. State governments may also impose supplementary taxes on personal belongings like cars or boats.

Property taxes serve as a crucial source of funding for public services like education, law enforcement, and infrastructure improvements. In fact, they constitute the largest source of state and local tax revenue in the United States, surpassing other taxes like sales and income taxes.

The exact percentage of tax revenue generated from property taxes varies from state to state, ranging from 16.8% to 64.0%. The amount that individuals pay in property taxes every year is determined by the local property tax rate and the assessed value of their property. For example, if a single-family home is valued at $200,000 and the local property tax rate is 1%, the property tax bill would amount to $2,000 annually.

There are significant differences in home values and property tax rates across the United States. This has resulted in some Americans paying thousands of dollars more each year in certain regions compared to others. CEOWORLD magazine has compiled a list of the states where people pay the highest property taxes, using data from the Tax Foundation, an independent non-profit tax policy research organization. The states are ranked according to the effective property tax rate, which is the average amount paid in property taxes as a percentage of the property value in 2021. The national average effective property tax rate is 1.1 percent, but this can vary from as low as 0.32 percent to as high as 2.23 percent, depending on the state.

It’s important to note that lower property tax rates don’t necessarily mean a smaller tax bill. For instance, Hawaii boasts the lowest average property tax rate among all states at 0.32%. However, Hawaii also has the highest home values in the nation and as a result, the state and local property tax collections in Hawaii are approximately $1,556 per person, which is more than what is collected in 22 other states. In various states, where the effective property tax rate is high, the per capita property tax collections can amount to over $2,500 per year.
