Belize’s presence at Germany’s Unity Day celebration in Panama on Thursday, 22nd of October 2026, brought together diplomatic engagement, regional agricultural leadership and international banking at an occasion celebrating friendship and cooperation. The gathering also offered a timely setting to consider the growing connections between Europe and Central America through investment, commerce and the movement of people.

Representing Belize were the Honorable Rodwell Ferguson, Minister of Agriculture, Food Security, and New Growth Industries, and Dr. Luigi Wewege, President of Caye International Bank, headquartered on the island of Ambergris Caye in Belize. Both attended at the invitation of His Excellency Joachim Schmillen, Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany.

Panama’s Minister of Foreign Affairs, Javier Eduardo Martínez-Acha Vásquez, also attended and spoke at the celebration. An accompanying photograph brings together Minister Martínez-Acha Vásquez, Ambassador Schmillen, Minister Ferguson and Dr. Wewege, capturing the occasion’s connection between diplomatic leadership and private enterprise.

The reception reflected themes that extend beyond the commemoration itself. In its account of the evening, Panama’s Ministry of Foreign Affairs highlighted respect for international law, cooperation and the importance of maintaining strong institutional relationships. Minister Martínez-Acha Vásquez emphasized the economic complementarity between Germany’s industrial capabilities and Panama’s role in global connectivity, while Ambassador Schmillen reaffirmed Germany’s friendship and support for Panama.

For Belize, participation carried an additional regional dimension. Minister Ferguson has assumed the pro tempore presidency of the Council of Ministers of the Central American Agricultural Council, known by its Spanish acronym, CAC. His leadership places Belize within an important regional forum for agricultural cooperation during the second half of 2026.

That responsibility gives particular relevance to engagement with international partners. Food security, agricultural productivity and the development of new industries depend partly on countries’ ability to exchange knowledge and connect producers with markets. For smaller economies, relationships built through regional institutions and diplomatic engagement can help create the conditions for practical cooperation.

Germany’s expertise in technology and industrial development offers potential areas of interest for Central American economies. Identifying opportunities requires sustained contact among governments, businesses and institutions. Occasions such as the Unity Day reception provide a setting in which those relationships can develop, without replacing the detailed work needed to turn shared interests into viable projects.

The presence of Dr. Luigi Wewege alongside Minister Ferguson also reflected the private sector’s role in strengthening international connections. Banking provides part of the infrastructure through which individuals and businesses establish commercial relationships across borders. As investment becomes more international, financial institutions gain a direct perspective on changing patterns of interest in the region.

According to Dr. Wewege, growing engagement from German-speaking clients has become particularly noticeable at Caye International Bank. He sees that development alongside German interest in Panama’s Qualified Investor program as an indication that Central America is attracting closer consideration from internationally mobile individuals and families.

“German nationals have submitted the second-highest number of applications to Panama’s Qualified Investor program in 2026, which is a striking indication of the interest developing in this part of the world,” said Dr. Luigi Wewege. “At Caye International Bank, we have also noticed a recent increase in our German-speaking client base. Although these are distinct developments, together they suggest that more people are looking carefully at the opportunities Central America offers.”

Dr. Wewege continues on to explain that, “for someone considering an investment or a longer-term presence overseas, the decision involves much more than just choosing a property. They want to understand the business environment, access reliable professional advice and establish banking relationships that support their circumstances. The quality of that experience matters enormously. Belize and Panama each have their own strengths. Building stronger relationships with German investors and the wider German-speaking community begins with understanding their expectations and providing consistent, professional service. Over time, that can support deeper commercial relationships and a more enduring connection with the region.”

Panama’s residency by investment program provides wider context for that interest. The Ministry of Commerce and Industries reported that 938 Qualified Investor certificates have been issued since the residency program started in late 2020, supported by investments totaling USD $450.8 million. Managing Partner of Guiraud Law, Idaliz H. Guiraud who attended the event said that, “Germany was among the top five countries of origin identified by the ministry, with Spain at number eight demonstrating the program’s deep reach into European markets.”

For Belize, the opportunity lies in developing relationships that reflect its own economic priorities and institutional strengths. Greater visibility among European investors can create openings for business engagement, while regional cooperation can help connect those interests with productive opportunities. Credibility, responsiveness and continuity will influence whether initial attention develops into lasting participation.

The Unity Day celebration provided a meaningful platform for Belize to strengthen ties with Germany and Panama, opening opportunities for continued dialogue and deeper economic cooperation with both nations.
